Traffic can pile up for just about anything. I think it was Seth travelling through the area with me when our mantra became "Just another damn elk." You lucked out that it was something less common. I suspect that actual bear jams get quick ranger response - tourist crowds and bears don't mix well.
Over on the east side you may encounter a bison jam with a somewhat different dynamic. It turns out that roads make convenient routes for bison to travel, and they just won't obey the traffic laws. (Which could make for interesting bicycling.)
